“The Elections Coordinating Committee (ECC) commends the National Elections Commission (NEC) for conducting the tallying of the election results in a transparent manner.”

This report outlines the findings of ECC’s observation of the tallying process of the run-off-election of November 14, 2023. Overall, the ECC observed that the process was conducted transparently. This observation is based on reports received from 19 County Coordinators and an additional 28 district observers deployed at the NEC’s 19 Magisterial Offices.

TECHNICAL REPORT OF THE BIOMETRIC VOTER REGISTRATION PROCESS RELATED TO THE 2023 PRESIDENTIAL AND LEGISLATIVE ELECTIONS IN LIBERIA

EXECUTIVE SUMMARY

In October 2023, Liberia will conduct its fourth consecutive presidential and legislative elections since the end of the civil war in 2003. These elections represent a critical test for the country’s emerging democracy. This is so for the following reasons:

  1. The cost of the election will be largely covered by the Government of Liberia (GoL). The exact cost is unclear. The Ministry of Finance and Development Planning (MFDP) claims the budget is $53 million while the National Elections Commission (NEC) says it is $51.4 million.
  2. The administration of the elections will to a large extent be managed by the National Elections Commission (NEC) with technical support from international development partners.

Summary

The update outlines the findings of the Elections Coordinating Committee (ECC) observation of the primaries of political parties and coalitions from May 11 to July 5 and the candidate nomination process from June 14 to July 14, 2023. ECC deployed 34 LTOs- 19 county coordinators and 15 electoral district observers across the 15 counties to observe the primaries of political parties and coalitions and 2 observers at the Candidate Nomination Center This ECC update covers the parties’ primaries observed and the candidate nomination process.

Overall, political party primaries observed were peacefully conducted, with few instances of tension or disagreement reported. In addition, observers (more…)

“EXHIBITION PROCESS PEACEFULLY CONDUCTED ACROSS THE COUNTRY DESPITE LOW-SECURITY DEPLOYMENT”

Summary

This ECC update covers findings based on 425 reports received over six (6) days of deployment from June 12-17, 2023. ECC deployed 73 district observers to observe the NEC exhibition process within their electoral districts and 19 county coordinators to observe the objections and appeal processes at the NEC Magistrates’ offices.
