TECHNICAL REPORT OF THE BIOMETRIC VOTER REGISTRATION PROCESS RELATED TO THE 2023 PRESIDENTIAL AND LEGISLATIVE ELECTIONS IN LIBERIA
EXECUTIVE SUMMARY
In October 2023, Liberia will conduct its fourth consecutive presidential and legislative elections since the end of the civil war in 2003. These elections represent a critical test for the country’s emerging democracy. This is so for the following reasons:
- The cost of the election will be largely covered by the Government of Liberia (GoL). The exact cost is unclear. The Ministry of Finance and Development Planning (MFDP) claims the budget is $53 million while the National Elections Commission (NEC) says it is $51.4 million.
- The administration of the elections will to a large extent be managed by the National Elections Commission (NEC) with technical support from international development partners.
